Full professor since 2011 at ‘Instituto Superior Técnico’ (IST), University of Lisbon, Portugal. Member of the Scientific Council of IST. Member of the Scientific Council of the collaborative laboratory C5Lab. Head of the Structural Concrete group of the Department of Civil Engineering, Architecture and Environment. 

Former President of CERIS, the largest Portuguese research unit in Civil Engineering. Principal investigator or member in 35 research projects (total funding > 11 M€). (Co)supervisor of 16 (concluded) plus 10 (on going) PhD theses and 65 (concluded) MSc dissertations. Author > 500 publications, > 180 cited in Scopus (h-index=45). Included in the ‘World’s Top 2% Scientists list’, by Stanford University, in the ‘Single Year’ category, in 2020, 2021 and 2023, and in the ‘Career’ category, in 2021 and 2023.

Honorary life member and fellow of fib, the International Federation of Structural Concrete. Member of several fib Commissions and convenor of fib TG 4.4 and TG 8.1. Editor of fib bulletins 102 and 103. Chair of the fib Symposium 2021 and the fib Congress 2026. Associate Editor-in-Chief of Structural Concrete, the journal of fib. President of GPBE, the Portuguese fib group.

He delivered > 120 specialized consulting studies for several public and private entities, in Portugal and abroad. CEO of Fundiestamo (2019/2020), a public company responsible for launching and managing the National Fund for the Rehabilitation of the Built Environment.
